Reinstalling Perl worked for me:
$ sudo apt-get install --reinstall libsvn-perl

Bug description:
  Since Ubuntu 13.04, "git svn rebase" crashes in some (interestingly
  not all) git-svn clones after finishing all operations successfully.
  This also happens for both old checkouts and newly cloned
  repositories.
