[Bug 1666021] [NEW] zesty systemd-resolve timeout

Public bug reported:

I rebooted my zesty install today so it has network-manager
1.4.4-1ubuntu2 (re-enabled resolved by default for DNS) and systemd
232-17ubuntu1 (which is supposed to fix the CNAME problems that got
resolved by default reverted earlier in zesty).

I had various DNS issues so I rebooted.

When I rebooted, I opened up Firefox and browsed several sites.
I opened a terminal and ran sudo apt update. I disabled a PPA and enabled a different PPA and ran sudo apt update then sudo apt dist-upgrade (there were 3 updates).

When apt was downloading one of those new packages, it paused mid-
download. I was unable to browse sites in Firefox. I ran this command in
a different terminal:

$ systemd-resolve --status
Failed to get global data: Connection timed out

I checked journalctl and there was a very large number of these entries:
systemd-resolved[3260]: Processing query...

Finally followed by this repeated 3 times:
dnsmasq[3563]: Maximum number of concurrent DNS queries reached (max: 150)

Eventually, after I guess a couple minutes, things returned to normal.
The apt upgrade completed. systemd-resolve --status looked better and
I'm able to use Firefox again (to report this bug).
