This seems to be fixed in Ubuntu 16.10/2.20.3-0ubuntu8 or earlier.

Bug description:
  This happens once for a fresh install and then isn't reset
  automatically, i.e. one has to figure out how to resize the window or
  reset the window dimensions or reinstall.

  This issue makes `apport-gtk` unusable.
