As a workaround, I put this entry in my file /etc/systemd/system/apt-daily.timer :

apt-daily.service could rarely update the system

Bug description:
On startup of computers with hard disks, apt-daily.service could
complete before the Internet can be reached.
A HDD computer would rarely get updates if it is just started daily
after 6 am and it is running only 1 hour. Basically, the random time
between 6 am and 18 pm will rarely be between 6 and 7 am. Finally this
computer may catch a random update from time to time.
