Title:
[17.10 FEAT] GDB hardware breakpoint support

Status in Ubuntu on IBM z Systems:
  New
Status in gdb package in Ubuntu:
  Fix Released

Bug description:
Enable the hardware breakpoint support "hbreak command" for Linux on z Systems.
In certain cases the code should be treated read only so software breakpoints can not be used.
Support hardware breakpoints in gdbserver as well as in native GDB.
  Careful implementation
  - only one active hardware breakpoint at the same time.
  - no active hardware breakpoint together with watchpoints at the same time.
