[Bug 1662550] [NEW] After LTS upgrade to 16.04, no more emails come from apt-listchanges

Public bug reported:

We recently LTS upgraded our first server from 14.04 to 16.04. After
that upgrade, we are not seeing apt-listchanges attempt to send out
emails with the change log.

I have tried purging off package apt-listchanges, then reinstalled it.
Shortly apticron notified us of updates available on the upgraded 16.04
server, I applied them, and apt-listchanges still sent no email.
