Bug description:
  $ lsb_release -rd
  Description:	Ubuntu 16.04 LTS
  Release:	16.04

  $ apt-cache policy s390-tools
  s390-tools:
    Installed: 1.34.0-0ubuntu8.1
    Candidate: 1.34.0-0ubuntu8.1

  When benign options such as --help or --version are passed to a command that is installed with world execute permission, the error should not complain about write permission, as no write should be necessary.
      ubuntu at s5lp1-gen01:~$ ls -l /sbin/cio_ignore
      -rwxr-xr-x 1 root root 16452 Jun  9 13:50 /sbin/cio_ignore

  Such options should generate the expected output or an error should be
  generated expressing the command must be run as root. The unexpected
  output is shown here:

      ubuntu at s5lp1-gen01:~$ /sbin/cio_ignore --help
      cio_ignore: Error: missing write permission for /proc/cio_ignore
