system-config-kickstart has no reverse dependencies. It is in main because it is listed in
supported-sysadmin-desktop in the platform seeds. It was added there in 2005 by cjwatson and Jeff Waugh (~jdub).

Upstream doesn't seem to have done any code changes in a while -

As changes happen to kickstart (or new filesystems) it looks like we
have to manually add them here - so with out an active upstream we
become it. I don't think that's worth it, I'd much rather users just
edit a preseed file for Ubuntu.
Maintenance wise it's getting close to keep both python3 and gtk3 in main:

Release: Bionic+ only of course. I think we should at least demote
