The shadow package needs to grow support for extrausers group handling.

Bug description:
  When I try and add 'docker' group as a secondary group to my user:

  sudo usermod -aG docker $USER
  usermod: /etc/group.2059: Read-only file system
  usermod: cannot lock /etc/group; try again later.
