You'll want to use to tool ppa-purge to remove the ubuntu-toolchain-r
-ubuntu-test and then try the upgrade again.

Title:
I can not update to 17.04 successfully or comletely
Status in ubuntu-release-upgrader package in Ubuntu:
Incomplete
Bug description:
Weeks ago, I used "sudo apt update && sudo apt dist-upgrade" to update my Ubuntu core from 16.10 to 17.04.
But after then, I cannot open System update in System Setting. (Click the System Update and it will crash)
So I thought maybe the updating progress did not finish completely and I want to use the update command again. But it give the negative result.
