[Bug 1686313] [NEW] tried to install grub efi, ubiquity didn't request to create an efi partition

As summary.

When installing 17.04, the process failed seemingly trying to install
grub to a non-existent efi partition.

I'm fairly certain that the 16.04 installer warned me about not creating
an EFI partition at the partitioning step.
