Per the package's changelog:

apt-listchanges (2.85.14ubuntu1) xenial; urgency=medium

  * Merge with Debian; remaining changes:
    - apt-listchanges/DebianFiles.py: only use apt-get changelog if which is
      changelogs or both, so not for news.

I spot in the conf which=news so what exactly is not being done when set
to news?

  New

Bug description:
  We recently LTS upgraded our first server from 14.04 to 16.04. After
  that upgrade, we are not seeing apt-listchanges attempt to send out
  emails with the change log.

  I have tried purging off package apt-listchanges, then reinstalled it.
  Shortly apticron notified us of updates available on the upgraded
  16.04 server, I applied them, and apt-listchanges still sent no email.
