Because python-tz is modified to use the information from tzdata (which
is already at 2017a-1), we do not *have* to have the latest version of
python-tz.

By sync-ing with Debian we gain build-time tests and some packaging
improvements.

Upstream don't maintain a changelog, but looking through the git log

I did notice some bug fixes since the 2014.10 version:
Prefer ASCII to US-ASCII for performance reasons (LP: #1523110)
Correctly detect static timezones in the 2016f database (LP: #1602807)

I have built and installed the package locally, it also builds in my PPA with -proposed enabled

I haven't done any testing besides verifying that the build-time tests run successfully.

  Please sync python-tz 2016.7-0.2 (main) from Debian unstable (main)

  Explanation of the Ubuntu delta and why it can be dropped:
    * debian/patches/use_utf8_encoding.patch:
      - use utf8 encoding to be compatible with new tzdata versions
        (lp: #1473533)
    Fixed in 2015.7+dfsg-0.1 (debian bug #792192)

    * d/repack*: Add helper to repack orig.tar.gz without zoneinfo files.
    Fixed in debian/copyright Files-Excluded

  Changelog entries since current zesty version 2014.10~dfsg1-0ubuntu2:

  python-tz (2016.7-0.3) unstable; urgency=medium

    * Non-maintainer upload.
    * Apply patch from upstream to assume tzdata/2017a abbreviations for
      timezones. Thanks to Graham Inggs for forwarding this to the BTS.
