Additionally, you can not use 'adduser --extrausers USER GROUP' to add
an existing user to an existing group since the command seems to ignore
the --extrausers and attempts to modify the default group database.

Bug description:
  Ubuntu 16.04.1 LTS (Core)
  ubuntu-core  16.04.1 Rev 742 (edge)

  In Ubuntu-Core, new users can only be added into the --extrausers
  database; the default users databse is located in a read-only
  filesystem.

  The user management 'add' commands do support the --extrausers
  database, but the 'del' and 'mod' commands do not.  This makes it
  possible to add a user in Ubuntu-Core, but unable to perform any other
  user management since the rest of the commands do not support
  --extrausers.

  --extrausers supported: adduser, useradd, addgroup,

  --extrausers not supported: usermod, deluser, passwd, delgroup, chage

  Please enhance all user management commands to support --extrausers.
