ethtool is part of the server seed and should be installed.
Looking at the installer logs, something odd seems to happening.
SET tasksel/first standard system utilities, OpenSSH server, Basic
Ubuntu server
Is quite odd, I would have used: standard, openssh-server, server
Nonetheless ethtool does not seem to be selected during installation.
