upgrader/+bug/1624835https://bugs.launchpad.net/ubuntu/+source/ubuntu-release-upgrader/+bug/1624835 so I ran ubuntu-bug and selected 'ubuntu-release-upgrader'.

ubuntu-bug decided instead that my problem was already known, and that I
should add additional information to
https://bugs.launchpad.net/ubuntu/+source/update-manager/+bug/996916
