I found the root of problem.
I chose manual disk partitioning and I haven't allocated EFI partition.
After allocating of that partition all goes well.

I was doing fresh install of xubuntu 16.04.1
I have 2 disks: sata and ssd. I tried to install system and loader to ssd.
I've tried two times.
