@Brian yes i am able to use update-manager too...

After so many months (since April) and after so many upgrades i think
all problems have solved. Or at least i don't have any problem now in my
system.

  sudo update-manager bug after upgrade on 16.04

Status in update-manager package in Ubuntu:
  Incomplete

Bug description:
  i upgraded to 16.04. Suddenly it shows a bug and stops the upgrade.
  When it finished, i tried again and i rebooted. It shows that has
  upgraded to 16.04 but when i write sudo update-manager it show the
  following message.
