network-manager-openvpn is going to be included in main in bug #1574576
After that, it might be reasonable to add it to desktop-recommends.

Bug description:
Binary package hint: network-manager-gnome
Just upgraded to Intrepid and noticed a VPN tab at nm-applet menu >
Edit Connections.... Unfortunately, the whole tab is greyed out so I
can't add a VPN. There's no clue as to why it's greyed out (I have
connectivity).
