[Bug 1619721] Re: /etc/machine-id changes with every reboot

Ah, that explains it. IRC conversation suggests that /etc/machine-id is
not part of the root file system but mounted from someplace else -- this
must happen in the initramfs already, not during boot (that's too late).

** Summary changed:

- IP changes with every reboot
+ /etc/machine-id changes with every reboot

** Changed in: nplan (Ubuntu)
       Status: Incomplete => Invalid

Title:
  /etc/machine-id changes with every reboot

Status in Snappy:
  New
Status in nplan package in Ubuntu:
  Invalid

Bug description:
when trying to create working rpi image today i noticed that the IP
changes with every reboot ... in the light that we now dropped the
ubuntu user from the image and only allow ssh logins this is rather
critical since you can not guess the IP anymore after a reboot and can
  not log in then ...

the MAC address of this device stays fixed at b8:27:eb:04:db:1c, the
device name is always enxb827eb04db1c with pre-netplan images this
device always got the same IP from my dhcp server.
