Pretty sure this bug was inadvertently fixed.
None of these mention GRUB_DEFAULT at all:
  grub-reboot --help
  man grub-reboot
  info grub-reboot

  Binary package hint: grub2

  It appears that grub-reboot only works with default=saved, and
  therefore using it should warn the user if default is not set to
  "saved".
