[Bug 1619115] [NEW] the 32 bit library failed to run an application due to libc.so.6 not being installed

Public bug reported:

i have tried to run steam and other 32 bit related games only to find
that i could not open because of an error that occurred after
downloading the 16.04 update. it keeps saying that it fails to install
libc.so.6 or that it is missing and after multiple attempts to download
the 32 bit libraries via 'sudo apt' and other methods i still get the
same message
