Public bug reported:
Logging in remotely bugs users with a polkit dialog asking them to
authenticate. This is because a remote session does not have access to
org.debian.apt.update-cache.
Such dialogs should only pop up on direct user action, so either this
background process needs to be removed, or it needs to fail silently
when it isn't authorized.
