Public bug reported:

I've tried to update Ubuntu multiple time and it just won't work. I go
into the Ubuntu Software Center and see theres an update. So what I did
was click install, then left it alone for about half and hour. When I
looked back at it it's at the same place as before -- so I'm like "hey,
maybe it just takes a long time". 2 hours later and now I definitely
know theres a problem, cuz I got a very fast laptop.
