That won't happen as the includes might contain architecture dependent
parts, so putting them into a -common package is impossible. Also its a
waste of space for a rather unusual use case.

Bug description:
  ❯ lsb_release -rd
  Description:    KDE neon User Edition 5.8
  Release:        16.04

  I would like to install both libgps-dev:amd64 as well as libgps-
  dev:i386 but those packages conflict and thus keep uninstalling the
  respective other.

  What I expect to happen:
  ------------------------
  Both packages can be installed at the same time.

  What happens instead:
  ----------------------
  Packages conflict and require uninstall of the respective other.
