[Bug 1640280] [NEW] Support Ubuntu uploads of .debs using control.tar.xz

Debian is considering switching to control.tar.xz by default:

The Ubuntu archive doesn't support this yet.  In order to do so, we
need:

 * either an upgrade of Launchpad's upload processing hosts (pepo and haetae) to >=trusty, or a backport of control.tar.xz support to dpkg/precise-updates (the latter will be quicker)
 * a few minor changes to Launchpad's upload checks
