[Bug 1587572] [NEW] Installer doesn't provide UTC option for timezone

Public bug reported:

On installing the server version of 16.04 you get asked to provide
language and then a region for localisation. The text in the installer
indicates that this will be used to help determine which timezone you
want to use for the machine. If you put in English (US) and select
United States for location, when you eventually get to the "set the time
zone" prompt, the only option you get is to choose a US region. There
is no possibility to select the UTC timezone.

I've tried using "C - No Localization" as the language, but that
doesn't really change things in this regards. I think I've tried just
about every way through that dialogue that I can find but am failing to
find UTC. Given the purpose of UTC, and just how common it is to run
infrastructure using UTC as the time zone, it seems a little odd for it
not to be a choice on all the dialogues for choosing timezones.

** Affects: debian-installer (Ubuntu)
     Importance: Undecided
         Status: New
