  build new base.snap alongside existing ubuntu-core.snap

Status in livecd-rootfs package in Ubuntu:
  Confirmed

Bug description:
  [SRU Justification]
  To continue with the removal of ubuntu branding from snapd, the ubuntu-core.snap is being renamed to base.snap. For a grace period both snaps, with identical content, are to be generated. This requires an SRU of livecd-rootfs.

  [Regression potential]
  Minimal; this is a minimal change to livecd-rootfs to build a 2nd snap, having the same content as ubuntu-core (apart from meta/snap.yaml), all other code is left unchanged.

  [Test case]
  1. Build the core snaps, same as before (TBD).
  2. Confirm that both old and new snaps were built successfully and contains the same data (rootfs).
