[Bug 1584929] [NEW] Slow Audio Playback through DisplayPort monitor

Public bug reported:

I have a Dell XPS 13 (9343) hooked up to a Dell U2515H Monitor running
16.04 (clean install around beta) and connected to the monitor via 3.5mm
stereo out I have a pair of Logitech speakers. When I hotplug the
monitor to my laptop and try to play audio through "HDMI" the audio
plays at what seems to be half speed.

The source of the audio does not matter (local audio/video, internet
audio/video stream etc) but if the laptop is rebooted with the monitor
connected, the problem does not manifest. Playing audio through the
internet laptop speakers with any setup seems to work fine, as does
playing audio through the laptop headphone jack.
