  Can't pick UTC as timezone in installer

Status in debian-installer package in Ubuntu:
  Confirmed

Bug description:
  The installer for 16.04 no longer allows the user to pick UTC as their
  timezone. Instead it only allows the user to select a timezone it
  believes is appropriate based upon the Language/Country selected
  earlier.
