[Bug 1584536] [NEW] Time zone detection progress bar stays between 0% and 3% but proceeds successfully

When installing today's daily image, when it got to the time zone
selection menu, it went from 0% to 3% and glitched back, but it
proceeded like normal.

I'm using KVM, Spice graphics, and Virt Viewer.
