/var/run by definition is ephemeral and is completely cleared at boot.
Ubuntu enforces this by mounting /run as a tmpfs filesystem, and making
/var/run a symlink to /run.
If you have modified your system so that this is no longer the case,
this is not a bug in Ubuntu.

Bug description:
Even after rebooting, update-notifier popups, and the contents of /var/run/reboot-required.pkgs dose not clear.
Possible cause may be that I do not use GUI for upgrading pkgs, but use CLI (apt-get).
If my consideration is right, we need a system to automatically and
forcibly delete /var/run/reboot-required and /var/run/reboot-
required.pkgs after reboot.
