Public bug reported:

Running 16.04, after installing updates, and leaving the confirmation
dialog box open for some while in the background, I notice the laptop is
hot, with fans running.

"top" shows the compiz process consuming high CPU.

Closing the update-manager window causes the CPU load to drop
immediately.

Strace suggests the update manager process is chatting with the X server
- possibly repainting continuously?
