The debug symbols are in http://ddebs.ubuntu.com/pool/main/g/gcc-4.8/
and are also in the indexes:
$ wget -q -O- http://ddebs.ubuntu.com/dists/trusty-updates/main/binary-amd64/Packages.xz | xzgrep 'Package: gcc-4.8'
Presumably you are missing apt sources for ddebs for trusty-updates?
Your attached sources.list does not have any dbgsym lines, but they
might be in /etc/apt/sources.list.d/?
