The debug symbols are in http://ddebs.ubuntu.com/pool/main/g/gcc-4.8/
and are also in the indexes:

Presumably you are missing apt sources for ddebs for trusty-updates?
Your attached sources.list does not have any dbgsym lines, but they
might be in /etc/apt/sources.list.d/?

    gcc-4.6-multilib-dbgsym - debug symbols for package gcc-4.6-multilib
