[Bug 1579212] [NEW] package resolvconf 1.77ubuntu1 failed to install/upgrade: subprocess installed post-installation script returned error exit status 1

Public bug reported:

Broken installation of Ubuntu 16.04 LTS. Ran through root to attempt
resolving broken installation. Ran apt-get update and was unable to
download via eth0 connection. Ran apt-get upgrade with better chance to
install packages and to install what was needed. Rebooted computer and
am able to run apt-get update with success. Currently running apt-get
upgrade and there is a lot of upgrades. Will update more information to
resolve bug.
