was this only during the rc-proposed cycle when it got added and then
moved to tarball?

Bug description:
  Multiple users have reported that the latest rc-proposed image has
  uninstalled dekko from customer devices, where they'd manually
  installed dekko themselves.

  11:28 < sil2100> Ok, so we have a bug - I removed it from the rootfs
  since it got added there by 'mistake' but that shouldn't uninstall all
  the manually installed ones

  I have checked my device and dekko is certainly uninstalled.
