Release to act on:  Dev (currently 16.10)
Src: bzr 
Bin: bzr bzr-doc python-bzrlib python-bzrlib-dbg python-bzrlib.tests

Bazaar development is in maintenance mode and there are not resources to
port it to python 3.  If you are starting a new project you really want
to use git (yes, that is technically just my opinion).

reverse-recommends sorted:
all in universe - bugs-everywhere bikeshed bzr-dbus bzr-email bzr-loom bzr-pipeline gedit-developer-plugins ikiwiki jhbuild open-font-design-toolkit python-vcstools ubuntu-dev-tools

Out of the discussion from UOS May 2016 there was talk about demoting Bazaar from Main to Universe as part of us moving Python 2 eventually to universe.  http://summit.ubuntu.com/uos-1605/meeting/22675/finish-move-to-py3/
