Bug description:
I have a ppc64el box with a couple of processors disabled because of
hardware issues:
# head /proc/cpuinfo
processor : 16
The ondemand initscript assumes cpu0 is online:
AVAILABLE="/sys/devices/system/cpu/cpu0/cpufreq/scaling_available_governors"
I also opened a bug on Debian and proposed a patch that seems to fix
this problem. It is bug#767942
