This bug was fixed in the package sysvinit - 2.88dsf-59.3ubuntu5

sysvinit (2.88dsf-59.3ubuntu5) yakkety; urgency=medium

  * Deal with the case where cpu0 might be offline; pick the first available
    CPU in the list of online CPUs. (LP: #1389309)

Bug description:
  I have a ppc64el box with a couple of processors disabled because of
  hardware issues:

  # head /proc/cpuinfo 
  processor	: 16

  The ondemand initscript assumes cpu0 is online:


  I also opened a bug on Debian and proposed a patch that seems to fix
  this problem. It is bug#767942
