  Breaks completion of file paths beginning with ~/

Status in bash-completion package in Ubuntu:
  New

Bug description:
  On trusty, with bash-completion installed, I can't tab-complete paths
  to files beginning with ~/

  Only directories are offered as completion candidates.

  This completion works correctly when the bash-completion package is
  purged, reverting to basic built-in completion.
