Title:
  Update Manager fails when updating from 14.04 to 16.04  at Installing
  new version of config file  /etc/cron.daily/upstart

Status in ubuntu-release-upgrader package in Ubuntu:
  Expired

Bug description:
  attempting to update from 14.04 LTS to 16.04LTS per

  http://iso.qa.ubuntu.com/qatracker/milestones/351/builds/108565/testcases/1635/results

  downloads latest updates and upgrade packages.. Sytem totally freezes
  around 3/4 of the way thru the actually install.. No mouse or keyboard
  input..  Left machine for 30 mins at this point incase it was just
  taking time..

  LAst three lines showing in the update were
  "installed Plymouth
  Installing new version of config file  /etc/x11/xsession.d/99upstart
  Installing new version of config file  /etc/cron.daily/upstart"

  Physical restart needed to get machine  working..

  booted to CL login ( no X or gui available)

  Wouldn't login using normal user credentials

  PC Spec

  MSI Z97 Gaming mobo 5, i5 4690k with 16 gig Ram, 2TB HDD and AMD 6790
  GPU
