  gracefully handle foreign architectures

Status in pbuilder package in Ubuntu:
  New

Bug description:
  If you install a debootstrap of a foreign architecture (lets say armhf
  on amd64), when when pbuilder/cowbuilder goes to chroot, that fails,
  and then it deletes the whole thing.

  Instead it could detect that the architecture is foreign and copy
  /usr/bin/qemu-$WHATEVERISAPPROIATE-static to usr/bin/ of the target,
  and then do the chroot. in the case of armel and armhf, the binary is
  /usr/bin/qemu-arm-static
