[Bug 1596091] [NEW] command "less" not installed by default in Xenial

Public bug reported:

In previous version of Ubuntu "less" came by default, now it seems we
have to install it manually using apt-get. This is bad for programs like
"man" or "diff" that use less' scrolling capability.

Note: I'm using the Docker version of 16.04 which is built on ubuntu-
xenial-core-cloudimg-amd64-root.tar.gz as shown here:
