With this package version:

Package: console-setup
Version: 1.108ubuntu15.2

this bug is gone.  There are no ordering cycles on my system.  Thanks!

However, I still get error messages, but this is another bug...

  Hi,

  here is one error message I see in journalctl on several of my
  systems:

  Those messages are then repeated many times.

  The machines do boot, but there are random things breaking (network,
  autologin, ...) and this error message is the first one occurring,
  therefore I would like to get rid of it before tackling other error
  messages (there are many!).
