What does "fix released" mean exactly? Does it mean that a new installation is available for download which resolves this issue?

Bug description:
I have a new Lenovo Ideapad 100s on which I was hoping to install
Lubuntu 15.10. However, I am not able to install it. This machine has
a 32-Bit Bios comes preloaded with 32-Bit Windows 10. I understand now
that Ubuntu installers do not support 32-Bit UEFI boot. This is a
request for this feature to be included in future releases.
