  Automatic security upgrades are always enabled

Status in unattended-upgrades package in Ubuntu:
  New

Bug description:
  After installing 16.04 server and selecting the option "no automatic
  upgrades" the system will still be configured to automatically perform
  security upgrades.

  $ cat /etc/apt/apt.conf.d/20auto-upgrades 
  APT::Periodic::Update-Package-Lists "1";
  APT::Periodic::Unattended-Upgrade "1";

  $ head -n 8 /etc/apt/apt.conf.d/50unattended-upgrades 
  // Automatically upgrade packages from these (origin:archive) pairs
  Unattended-Upgrade::Allowed-Origins {
  	"${distro_id}:${distro_codename}-security";
  //	"${distro_id}:${distro_codename}-updates";
  //	"${distro_id}:${distro_codename}-proposed";
