Bug description:
  If I want to view the changelog of package, I get always such a
  warning:

  W: Can't drop privileges for downloading as file
     '/tmp/aptitude-root:4327:hU0Ogm/aptitudeDownload6J+8J:+PsVGmTNm^.^::Lz:%.Hi55VKA' couldn't be accessed by user '_apt'. - pkgAcquire::Run (13: Keine Berechtigung)

  “Keine Berechtigung” is German and means “no access”

  This problem exists since I’ve upgraded to xenial.

  Open aptitude, select a package and press “C”.
