Just replaced my /etc/default/libvirt-bin with the original packaged one
and did a diff:

so, "-d" is not set by default.

Let me summarize, just in case someone else finds this bugreport while
debugging the situation:

* You should not set "-d" in OPTS
* You don't need "NotifyAccess=all"

But still the dnsmasq-processes are not terminated on stop.
