  failed to upgrade

Status in ubuntu-release-upgrader package in Ubuntu:
  New

Bug description:
  Message "Could not determine the upgrade
  An unresolvable problem occurred while calculating the upgrade. This can be caused by ... If none of this applies please report this bug using the command ..."

  This is utterly unhelpful as it provides no diagnostics i.e. at what
  point did it fail ; what conflict(s) ; which packages ; at what line
  in the upgrade code ; why are there no log messages etc.

  Am I now forced to do a fresh install ?? !!
