  Replace ubuntu-minimal dependency on gnupg with gnupg2

Bug description:
  As of Ubuntu 16.04 LTS, Seahorse uses gpg2 instead of gpg.

  This is very confusing to users who wonder why their gpg keys do not
  show up in the "Passwords and Keys" app.

  I don't how to fix that easily for those upgrading (except we ought to
  at least add a Release Note about it).

  But for new installs, it would be very useful for Ubuntu to not ship
  both gnupg and gnupg2.

  It's also confusing that gpg and gpg2 have 2 separate user keyrings so
  changes to one keyring are not reflected in the other.

  Note: Ubuntu developers need to be aware of bug 1450287 where
  dput(-ng) hard-codes gpg(v1).
