Title:
  phone doesn't boot when /userdata is full

Status in Canonical System Image:
  New

Bug description:
  Tested on krillin

  Test Case:
  1. connect to the phone as root
  2. run:
    $ dd if=/dev/zero of=/home/phablet/empty.file bs=1M count=10000
  3. Wait until the command fails with "no space left"
  4. Reboot

  Expected result
  /userdata is full but the system boots

  Actual result
  /userdata is full but the system doesn't boot, or reboots, or apport is running but fails to create crash report then the phone reboots,...
